Worked example

1
R2 · Research

Verify the incubator’s admission conditions, dates, benefits, fees and procedure. Create OBAOL-RSO-0001.

2
Coordinator · Qualification

Assess business stage, eligibility, benefit and effort, then approve preparation.

3
E1 · Application

Prepare the application, use approved materials, secure sign-off and submit.

4
E1 · Follow-up

Track acknowledgement, interviews, clarifications and the selection result.

5
Coordinator · Outcome

Record the decision, document learning and improve future criteria.

The same architecture applies when R3 identifies an agriculture college or R4 discovers an agricultural startup exhibition. Only the execution owner and final outcome change.

Department model

  • Four research functions: funding, ecosystem, institutions and events.
  • Three execution functions: applications, college outreach and external outreach.
  • One coordinator for review, assignment, quality and accountability.
  • One central workspace for linked records, tasks, deadlines and results.

Start with the four research workstreams, one coordinator and clear execution ownership. Selected interns may hold multiple functions initially. Expand staffing only after consistent opportunity flow reveals actual bottlenecks.

Department operating principleResearch → Verify → Qualify → Approve → Assign → Execute → Follow Up → Measure

Success is not measured by how many websites the team visits. It is measured by how many verified opportunities become meaningful applications, institutional relationships, startup participation and business outcomes.
